Public Notice 2026-2: Consultation on Satellite Spectrum and Licensing Framework, Including NGSO Broadband, Direct-to-Device Services and Satellite Earth Stations in Anguilla
The Anguilla Public Utilities Commission is initiating a public consultation process on a Satellite Spectrum and Licensing Framework, which includes NGSO Broadband, Direct-to-Device Services, and Satellite Earth Stations in Anguilla.
Satellite connectivity is becoming an increasingly important component of national communications infrastructure. NGSO satellite systems can support high-speed broadband, resilience during outages, connectivity for remote and maritime areas, emergency communications, and supplementary coverage for mobile networks. At the same time, satellite systems raise important regulatory questions concerning spectrum sharing, harmful interference, international coordination, consumer protection, lawful operation in Anguilla, and the relationship between satellite operators and existing terrestrial licensees.
The Commission seeks to establish a satellite spectrum and licensing framework that creates a clear and forward-looking regulatory regime founded on the principles of flexibility, transparency, non-discrimination, technological neutrality, investment-friendliness, and innovation, while supporting sustainable sector development and ensuring coexistence with existing terrestrial services and neighboring jurisdictions.
Stakeholders, including operators, members of the public, equipment vendors, businesses, public institutions and other relevant organisations are invited to comment on the proposals and the supporting questions.
