INITIAL RESPONSES TO PUBLIC NOTICE 2026-2

Consultation on Satellite Spectrum and Licensing Framework, Including NGSO Broadband,
Direct-to-Device Services and Satellite Earth Stations

8 SEPTEMBER 2026

1. The Public Utilities Commission of Anguilla (the “Commission”) published Public Notice
   2026-2 on 6 July 2026, inviting comments on a proposed satellite spectrum and licensing
   framework, including NGSO broadband, direct-to-device services, and satellite earth stations.
2. The Initial Responses/Comments period closed on 14th August 2026.
3. The Commission has received written submissions from the following respondents:

   2. AST SpaceMobile (AST & Science, LLC)
      
   3. Cable & Wireless (Anguilla) Ltd. (Flow)
      
   4. Digicel
      
   5. Global Satellite Operators Association (GSOA)
      
   6. GSM Association (GSMA)
      
   7. Paradise Mobile Ltd.
      
   8. Rivada Space Networks
      
   9. Space Exploration Technologies Corp. (SpaceX)
      
4. In the interest of transparency and to assist the Commission in completing its review,
   the Commission now invites the respondents listed above, and any other interested party,
   to submit reply comments on the submissions received.
5. Reply comments should be confined to issues raised in the comments already filed.
   Parties should identify the submission and issue to which they are responding and should
   not introduce new proposals outside the scope of the original consultation.
6. All responses to this Consultative Document should be written and sent by email or
   delivered (paper and electronic copy) by hand or by courier no later than
   3:30 pm on Friday 2nd October 2026 to:

7. Late submissions may not be considered. The Commission may publish reply comments on
   its website unless a reasoned request for confidential treatment is granted.
