Re: Starlink Caribbean, LLC

Application for Internet Service Provider Licence

 

Starlink Caribbean, LLC has applied to the Public Utilities Commission for an Internet Service Provider Licence, to offer high-speed internet services across Anguilla using satellite communications. The proposed service aims to provide connectivity with end user terminals on land, maritime, and aerial platforms and will utilize spectrum in the Ku, Ka, and E bands for this purpose, on a shared basis, as listed below:

29.5 – 30.0 GHz	500 MHz	Starlink Gateway Earth Station Uplink (Earth-to-Space)
81.0 – 86.0 GHz	5000 MHz	Starlink Gateway Earth Station E Band Uplink
71.0 – 76.0 GHz	5000 MHz	Starlink Gateway Earth Station E Band Downlink

 

The Commission provides the following particulars:

1. The Commission is of the view that this transaction requires approval pursuant to Part III of the Chapter T6 Telecommunications Act,
2. The proposed applicant is not a Telecommunications Commission’s Licencee.

 

The Commission hereby advises that the above application is available at our Office for Public Scrutiny and requests that any party having any comments, make their views known in writing within 21 days of the publication of this notice in the gazette.

This notice was published in Volume 56 number 9A of the official gazette on 15th September 2026.

As such, the deadline for comments is 3:30 PM on Tuesday 6th October 2026.

Comments must be delivered by hand or by courier to the Anguilla Public Utilities Commission at their office at Hansa Building II – Unit 1, Cosley Drive, The Valley, Anguilla, or by mail to P.O. Box 1400, or electronically via email at consultations@puc.ai on or before 3:30 p.m. of the deadline herein.
